ISP Routing Problem.
I don't know why my internet routing has changed, but starting in June it did. I would like it reversed/changed.
The situation:
I live in Oregon. We do not pay sales tax. Sometime at the beginning of June (between May 28th and June 4th) my IP address got assigned to Vancouver Washington, which does pay sales tax. One of the point of sale systems I interact with assigns sales tax based on IP. I am now being charged an additional 8.8% tax that I don't owe. I have used this service for more than a year without issue, and previously appear to have been routed through Eugene Oregon. I do not use a VPN/Proxy/etc. Nothing has changed on my end. When asked their customer service said that only the ISP can fix the routing. I already tried calling customer service, and they told me it wasn't their problem, and to call the bank, but I think they misunderstood the situation, as it was difficult to speak to them through the accent.

Comcast/Xfinity assigns your public IP address, but does not control where others think that IP is located. It does not "report where your IP address is located". Changing your public IP may or may not change where these third parties think you are located. If you wanted to try it, since you're using a rental Comcast device and they do not provide a way to change the IP address, and they won't change it for you, to change it you'd have to:
A VPN is another possibility. If you use one your public IP won't actually change, but systems you connect to will see the IP provided by the VPN rather than your actual public IP.

Under Identity the user information/address is all correct. I still can't open the actual bill, but given that the amount hasn't changed I would assume it's not being taxed as though it's from Washington, or, if it has, then it's been that way for awhile and just never added charges anywhere else before. If you have any other suggestions as to what I can do on my end, I am all ears. At this point I am at a loss.

That seems completely backwards of how it should be. But I digress.
Long story short, yes, this has been resolved.
I opened another ticket with them, showing them that is isn't an ISP issue and requested the info from their payment processor so I could message them to get it fixed. I wanted to only address the direct problem, since no other services were effected, and I didn't know which service they were getting geolocation data from, and didn't want to bother everyone if only 1 service had the wrong data. I haven't had a response to that ticket, but automagically it is working correctly today, where it wasn't last night when I checked. So I don't know which step in this chain worked, but something fixed it. Thank you for teaching me a bit more about how networking functions.
