Is phone support any better than chat support?

I'm about pulling my hair out with chat support. I've been going around and around with chat support on our repeated, frequent outages lasting a minute or so. I confirmed with a neighbor that he has it, too, yet it almost seems like chat support isn't incentivized to get to the root of the problem. The solution in the first chat was for them to reboot my modem, and then in this one, the agent either was horribly misinformed or lied to me. He said he wanted to send me a new modem (XB8 to replace XB7). I asked if there were any new contractual conditions, and he said no, just a better modem at a lower cost. He sent the link, and the page showed he was trying to sign me up (upsell me) for Xfi Complete, which would add to my bill once the promo period ends. It all felt very sleezy and very much shook my faith in Comcast's integrity.
