Is cable from street supposed to be grounded to home grounding stake?

Is the cable from the street supposed to be grounded to the home grounding stake?  There is a green ground wire from the grounding coupling (between the street and home cables) to my home's electrical grounding stake, but the green wire appears to have been deliberately disconnected at both ends.  Is it supposed to be connected for safety reasons, or does this set up a ground loop because the cable is grounded elsewhere in the house?

Seems like this should have been a pretty straight forward question: "should the ground wire be connected, and if not, why not?"  Everything works well with our internet, no performance problems.  But I guess an ungrounded system could potentially pose a safety issue so, yes, please schedule a tech to check it out.  Thanks.
