Irrigation Damaged During Install

Xfinity buried our cable late last fall, after our irrigation system had been winterized and shut down.  Our irrigation system (which is new as our home was just built) was clearly damaged during the install.  But the damage wasn't noticed until irrigation start up this spring when we could see that the pipes were leaking somewhere.  We have had our HOA irrigation contractor investigate, and they have already found several cuts in the irrigation line that were caused when xfinity dug to lay the conduit for the cable.  Although they have fixed three cuts so far, the irrigation system still has more cuts as it is still leaking badly.  How do I put xfinity on notice that I intend to require them to pay for any repair costs charged to me by our HOA?  This is an ongoing problem that has yet to be resolved.  What is the process to get xfinity involved?
