Internet speeds

I have had 5 technicians come out, none of them can fix my internet issue, they say a bucket truck has to come out and fix the internet speeds and STILL they have not came out and fixed it. They submitted the “ticket” for them to come ou, why should I have to keep paying over $100 a month for internet and I’m getting 20mbps when I’m paying for 1200?
