Internet speed issue in OCNJ

I have been having an issue getting the 300Mbps speed I have been paying for over the past year.  I have confirmed thr router settings and rebooted my router multiple times.  I am getti g spped from 5Mbps to 100Mbps and it fluxuates so much, I cannot work off of that connection.   How can I get a tech out to chexk the outside cable?

   The "To:" line prompts you to "Type the name of a person". Instead, type "Xfinity Support" there.

   - As you are typing a drop-down list appears. Select "Xfinity Support" from that list.

   - An "Xfinity Support" graphic replaces the "To:" line.

   Type your message in the text area near the bottom of the window

   Press Enter to send it
