Internet never works. I don't have a power outage. How can I report that?

Since switching to Xfinity I have had no internet the majority of the time. After the hurricane in Houston, I've been without power for a week and a half and only got refunded $5. Now that my power is back on I still have no internet, there has been no severe weather, and the internet is always down. How can I report this and get compensated for the internet i have not been using for the month of July.
