Internet Essentials new Typical Speeds per Broadband Fact webpage

The new speeds provided by the Interbet Essentials plan are your now showing under your website. The new speeds are 75/10 Mbps versus 50/10 Mbps.

However the typical (actual) speeds we should see are 89/17 Mbps per the Broadband fact sheet. Under the older speeds my typcial (actual) speeds were 59/11 Mbps per the Broadband fact sheet.

My downlaod speeds is now showing 89 Mbps BUT why am I still seeing 11 Mbps under my new upload speeds versus 17 Mbps?
