Internet connection is bad when it storms.

Our internet constantly lags when it storms.  Been dealing with this for about 2-3 months now.  We've had 2 technicians come out to our house to try and fix this issue with no avail.  They replaced both the inside and outside lines and I'm convinced it's some sort of maintenance issue on Comcasts end.
