Internet been out for days and they still took my payment

My internet has been out for 3 days I thought maybe it was a neighborhood outtage called xfinity and tried to troubleshoot the issue and it didn't work they told me they would have to send a technician that I would have to pay for even tho it's there equipment that isn't working 

why do I have to pay for a technician when I did nothing wrong to make my service stop working I feel At this point it's a rip off I wish I could post the pictures of our exposed cables outside there all running along the building nothing hidden in clear site who do I need to talk to I texted the operation manager [Edited: "Personal Information"] no reply he told me if I had a problem to contact them first and guys not responding to any messages what should I do guys

Click "Sign In" if necessary

Click the "direct messaging" icon or https://forums.xfinity.com/direct-messaging

Click the "New message" (pencil and paper) icon

Type "Xfinity Support" in the "To:" line and select "Xfinity Support" from the drop-down list which appears. The "Xfinity Support" graphic replaces the "To:" line

Type your message in the text area near the bottom of the window

Press Enter to send it
