Intermittent Latency Spikes

For the past month or so, any intensive use of internet (gaming, streaming, etc.) is plagued by intermittent latency issues/ping spikes. Casual internet use is fine, there are no hard network or connection drops. Speedtests come back fine everywhere in the house. A tech came and visited and confirmed there were no issues on the local network and there were issues by the pole/mainline. This has "allegedly" been escalated multiple times and had work done at the mainline/pole. I was to be informed after completion and never was, however, the issue does not seem to be resolved. Unsure what to do next as the issue is confirmed by comcast themselves to be outside of the local network and they have yet to resolve it. Any tips on ways to get this remedied?

Concern moved here to the Customer Service help section for greater exposure to Comcast corporate employees (The Digital Care Team) for assistance.
