Incorrect box installation, 3 foot of wire exposed

Good evening, I had a tech arrive to hook up my Wi-Fi and TV. I ended up needing to be connected to the main line on the utility pole. The wire exists my exterior garage wall and faces the utility pole. The tech installed the wire box 3 feet away from where the wire exists the garage wall and leaves 3 foot of wire exposed to the elements. Then, he stapled the loose, exposed wire to the exterior garage wall. 

I am scheduled to have the wire installed underground but I need to have a new tech come out and install the wire box correctly so that it is over the wire exiting from the garage wall and it won't literally leave 3 foot of wire exposed to the elements. 

Lastly, the tech did not ask for my permission about if it was okay to directly drill into my brick wall.
