Incoming number repeatedly incorrectly blocked as spam

My daughter lives in England and lately cannot get through to me on my landline. I can see on the call history her number is being categorized as high risk spam. I've gone to the callblocker settings and turned all spam (high/medium/low) to allowed, and turned off the block on anonymous calls. I've used the form to request her number be whitelisted, twice - it works again for a few weeks but then is blocked. This is the only way she has of contacting me - I'm 88 and don't have a mobile or PC so I can't use whatsapp or facetime or similar. I really need her to be able to get hold of me.

How can I get her international number permanently whitelisted?
