I need to speak to a live person

I need to speak to a live person for the last couple of days the Internet has been shutting down in my apartment . 
It not only shuts off my phone, sometimes messes with the TV, but it also messes with my hearing aids and my blood glucose sensor. What can I do to stop this? Is there anything I can do on my end?
