I have a down line in my yard.

There are lines hanging on a fence and laying all over my backyard. The submit a request page appears to either be totally broken or is being ignored by the representatives.  How do I talk to somebody to get them out here and deal with this before it creates a more dangerous situation? I feel like the chat bot is now putting my safety at risk as it continually loops me back to starting prompts whenever I try to being up potentially hazardous equipment strewn about my lawn.
