How to request "ER" (External Plant) Ticket or Plant Maintenance Request

My home internet is on and off, 3 technicians came to check, they said they needed to have access to the pole in our Neighbor backyard. 
3 attempts, they're not home.  Last technician told us to go ask neighbor the time that they'll be home which is unusual for us to go and ask. 
We need Xfinity to manage to get it fixed for us not send us to work with neighbor. It's so wrong. 

So, I want to request Xfinity Line Maintenance (Bucket Truck Crew) 

Please advise.
