How to reach the Executive Escalation Team in the United States

For the past 13 years I have been dealing with your foreign customer service employees who do not listen or understand when contacting via telephone calls.  They also do not read or understand the chats.  They make assumptions without listening to the customers actual concerns and/or issues they are actually talking about.  I am tired of being frustrated and also never being contacted by any member of an executive team.  Your company is a monopoly in my neighborhood and I am unable to get your competitors service because your company will not allow them to tap into your underground fiber optics.  Your competitor is Sonic who actually has United States employees as their customer service reps who actually listen to the customer and resolve issues in the one phone call versus the 50 calls and chats I have to make to get one item resolved. Sometimes they remain unresolved and I just give up. What is even worse is the CEO of Sonic his own company, he has to utilize your service because he has the same problem.  The city of Santa Rosa, CA will not get permission from your company to utilize your underground fiber optic  in order for customers like me to go to Sonic.  Both of us are forced to use your service.  This is a travesty.  This is why you lose customers and have so many frustrated customers it is pathetic.  It is obvious you do not listen to your customers or your company would make changes. People make fun of your company because of your customer service reps behaviors not listening, reading or understand and making assumptions that have nothing to do with why the customer is making contact.  Since your company does not take my concerns serious or anyone else's, I am going to get whatever signatures I need and go once a month to the City of Santa Rosa, CA complaining and showing proof of how they need to make Sonic available for fiber optics in every neighborhood for whomever wants that service. 13 years of frustration with your company is unacceptable.  So I get a call today from a foreign rep stating they are calling about my survey response.  It was very clear if you even bother to listen to the call that she had not read my survey at all.  Clearly making assumptions about what she thinks which had nothing to do with what I wrote on the survey.  Since your company refuses to bring back the customer service to the United States with people that actually listen, understand, read and not assume, I will be forced to go to my City Council and press and press to make Sonic available for all Santa Rosa residences and even businesses.
