How to get service to bury a wire

I moved in March 10th and the cable wire is still strong across the lawn in a common area. My cable works fine but this is an extreme danger to the people that live around me who are mostly elderly I have called repeatedly it's been well over a month every time we call they say they'll be out and they're not out There is going to be a serious situation if somebody gets seriously hurt.
