How to escalate a problem

Does anyone have any suggestions for how to effectively escalate a problem. After 1 office visit, 3 separate chat requests, 1 x wrong item delivered, 1 x promised replacement that was a no show, & 1 more wrong item delivered I need to find a way to solve my issue. 
I am trying to obtain an XG1v4 to make full use se of our new 4k TV.
