how do you request an mdu rewire?

how do you go about requesting an MDU rewire? i live in a 12 unit building and over half of them are run with RG59 coax. the rest are RG6, which i wired myself when i was a technician 15 years ago. we had to replace it any time we saw it because it was inferior and obsolete back then. i know it needs to be referred to an MDU team, but is that something that i can do, or does the landlord need to call about it?
