How do we start a complain petition for the lack of customer service

Every three months my internet speed is reduced to 500m while I’m paying for 1100m

every three months I need to call in and have to go through an hour long process of rebooting my modem even though I’ve just done that. Than you remove the option to speak to a human directly and be forced to wait to even get help while my modem is being rebooted for the 5th time to try and resolve the same issue I keep calling in about. This is done to make it annoying to call in so people won’t. 

you’re very particular about getting your money for every possible thing you can so I would like compensation for the constant issues with internet than I’m not receiving and the hassle of having to call in and deal with a intentionally annoying process just to have someone tell me nothing is wrong with my system while your techs remove the cap that’s on my system to get me back up to my 900m even though I’m paying for 1100m

I literally just called back in after waiting 10 minutes and now it’s forcing me to do another modem restart!! Are you serious! All because you’re purposely throttling my speed. This is insanity. And now I have jump through more hoops to speak to you behind closed doors so other people can’t read about the intentional negligence!

my issue is that I want to speak with a human and you’re suggesting I talk to another bot!

Now it’s forcing me to restart again. So it seems it won’t let me speak to a human at all and I’m just stuck in a restart modem loop with your chat bot on the phone. Yeah this definitely needs fixed as I can’t even speak to a human or get my internet fixed.
