How do we report Repeated dead or very slow (0 .02 M download speed) in our community?

I have been trying to report this issue for days, only to go round and round with BOTS, and when I finally get a live rep, the chat drops, over and over, only to be introduced to another live rep and start the circus all over again. 


How do we report a neighborhood issues, that keeps repeating, over and over, after being told, over and over that is ihas been fixed?

For the past week, or so, our internet here has been affected by what was described by Xfinity as "NETWORK DAMAGE" which was reported to have been fixed, 3 times now.
