how do I report a downed line?

There is a downed line by [Edited: "Personal Information"].   It has been down for at least a week.   I reported it about 6 days ago, but it has not been repaired.   It is down at the head of the alley next to my house and is definitely a safety issue.

You can try the Chat icon at the top of this page.  Little Flag with a couple of lines.   Good luck.

@EG​ OK, thanks. I thought the Chat icon had a dual purpose,  Chat/Direct Message, but I guess it does not.
