How do i make a complaint about an xfinity van driver

So I witnessed an xfinity van driving very aggressively today. I witnessed them run multiple red lights and come very close to hitting a person in a crosswalk. I have dashcam footage I can share. It feels like a public safety concern. How can I make a formal complaint?
