How do I get someone to come and fix a downed snapped line

someone next door having a tree cut down snapped the line. I've been trying to get someone to come out and fix it for a week. its hard to talk to a human and when I am finally able to it's someone from india trying to get someone to come in my house while trying to get me to switch plans. I keep explaining to the ai and to a human the few times I am actally able to talk to a human the issue. I had two techs show up but both times they tried to be let in my house to "fix" some issue that does not exist inside my house. I tell them the line is down and show them then they just leave witout doing anything. so how do I get someone sent to come out and repair the broken outside line that has is down?
