How do I get construction referral to actually go through so that I can get Internet set up??

I moved into my home a month ago and scheduled a service tech to set up my Internet service on 10/27. The guy showed up, said he couldn't do the installation because they need to hang cable from the road and it was a referral to the construction department. He said he was filing a ticket. Called a few days later to follow up, was told that they could schedule the person to come hang the cable that week. Great, I think! 

Guy shows up, says he needs to file a ticket to construction. It's like the first appointment never happened. 

I've now had FIVE appointments, each time being assured that this is finally the right kind of appointment. Now yesterday I was told there never has been any ticket with construction and it's been too long since I registered my account without activation, so my account has been cancelled and I need to start from scratch. 

My wife and I work from home and have been struggling working from our phones for a month. And now there's no end in sight. Help! How do I get out of this endless nightmare loop?

Same exact issue as it seems many MANY others are having. Too large of a company and no one is held accountable. It is disorganized and there is no communication between teams- it is like every person you talk to is on a completely different page and its SO frustrating. Have had much better experiences with smaller family-owned companies and wish there was an option like this for good internet):
