How do I find out when line work is scheduled?

Got an old drop line that needs to be replaced but because it is also attached to a 2nd pole in my yard a standard tech won’t touch it so I need an SRO but for the past couple days when I call they say someone will come today but no one comes. So I need a number or something so I can talk to someone who can actually tell me when the work will get done.
