How Do I Contact Someone Who Can Actually Help?

This year I received a phone call from Xfinity saying my promotional price was about to expire and to call back in order to not be charged more. (It was not a scam call because when I called back they didn't ask for any personal information other than my name and address to pull up my account and my contract was actually going to end.)

I called back and talked to someone who said they would put in all the info to continue my promotional price for another year. I confirmed with him that it was continuing even though he didn't send me a contract or do the usual run-around that I'm used to. He said everything was good for another year and my rates wouldn't go up. I was skeptical but pleasantly surprised with how easy it was compared to previous years. Of course, yesterday I got an Xfinity message that said "thank you for your payment" and it was TWICE the rate that I was told it would be. 

For the past 3 years, 80% of the time when I call and talk to someone in Xfinity customer service, they lie to me about price, continuing my current plans or even fixing overcharges that I have gotten. I'm sick and tired of contacting customer service and getting people who tell me everything is taken care of...and then I get a bill a month later that is vastly different than what they quoted. 

How do I contact someone in the United States that will actually be able to help me? We are seriously thinking of switching providers this time because the yearly rate increases and inability to get reliable customer service help is so stressful.
