How can I talk to a Person in CS?

I created a safety ticket for this, because the bot told me an agent wouldn't be able to help until service is restored. I never lost Internet thru Beryl, but this morning, a dog busted my gate and ripped up my fiber feed in the process. If anyone can please tell me what dogs have against fiber cables, I am interested. How do I talk to a LIVE AGENT?!?
