How can I find out details of ongoing work in my area causing repeated unexpected outages affected my work?

During the past month, my internet has repeatedly gone off without warning.  Initially the online system said it was outages.  Then the online system said it was a problem with my equipment, and they sent out a technician.  After the tech visit, the internet worked perfectly for 5 days, then it started all over again.

I'm in danger of losing my job if I can't consistently be online.  But when I try to get information from Xfinity online or by phone, I'm caught in a perpetual loop. ("You appear to be experiencing an outage so we cannot connect you with a technician."). Plus, this started happening the day before Thanksgiving and not having consistent TV during times I am off just adds to the issue because I can't even enjoy my fire stick.

If there is temporary maintenance in my area, I just need to know the expected end date. Or if this is the new norm, I need to cancel my service before I get fired from my job.  Honestly, I've never experienced anything like this and I am beyond frustrated.

Is there a way to talk to a live person or otherwise find out about ongoing maintenance?  

Is there a way to get approved for more than 2 small refunds for the inconvenience?

If not, has anyone explored formal complaints to regulators, the Better Business Bureau, or even legal action to recoup fees and damages?  As an attorney, I am open to all avenues.
