How can I book a technician to help me get moca working in my house?

Hi 

I tried to setup moca for the first time in my house and plugged in the moca adapters to two different coax sockets in my house. They could not establish a connection. When I plugin the two adapters together with a small cable they do form a link so assume nothing wrong with adapters. I also would like to know if a moca poe filter is fitted, I bought one.

The box outside our house that has all the wires entering house is locked so I can't access it to:

- to check if filter there or if I need to install the one I bought

- assume the coax from the sockets in each room are not connected together, so assume I need this access to remedy that

Assume as I don't have access to this box, I need a technician visit to help me? or can someone let me know what I can do myself?
