home phone has no dial tone

I have tried all the online tips to no avail.....how do I actual talk to someone about this issue...the website does everything possible to make this not happen.  The virtual assistant was no help.  Yesterday I set up the new modem sent to me to replace my outdated one and the phone has not worked since.
