Help I really need it.

For three days I have been promised an outside line tech would come between 8am and 8pm. For three days it hasn't happened. All neighbors have services. But they ran knew lines and simple just never completed the tap to my house. 3 weeks now my kids have missed their education. Someone please help me out this nightmare.
