Help getting cable for new home construction

I requested cable be installed for our new home. I received a ticket number but my request was denied because there is no service in my area. I currently live on the same street as the new construction and have had comcast for over 10 years. The cable goes right by my new home lot. Comcast has an easement on my property to run the cable on the side of the road. How can there be no service? Can someone help me to talk to the faceless ones who rule over installations?
