Ground Rod Needed

I was told by an Xfinity technician, during the new internet cable line installation, that I needed an electrician to install a ground rod for them to proceed. Has anyone else had to go through this? I'm also curious as to whether it matters what method is used for bonding this ground rod to the house. Can I use the copper water line, or do I need to go through the panel and/or electric meter?

For anyone curious in the future, connecting a ground rod to the copper water line worked for them. Just as long as it's properly grounded.
