Green utility Cable box

I am building a retaining wall out of Block that will [Edited: "Language"] right up against the utility box in my yard. I have a ticket open to have someone come look/move the box if possible since there is a tree root that has grown through it. I need to know how close I can get to the utility box with my wall without any issues. I have been waiting for about 2 weeks and no one has came out yet to take a look at it nor can I find any information on my question.
