Getting the absolute run around

I have a low hanging cable in my yard after a storm. I have called almost everyday or tried the joke of a chat line. I’m told someone is scheduled to come and no one ever does. It never shows an appointment scheduled. Also there is a “system error” every single day when I try to put a support ticket in about the wire being unsafe. Any help would be appreciated. Is it possible to actually get someone to come out? Or would I have more luck canceling service and seeing if another company would do it? At my wits end.
