Getting in Touch with Construction or Engineering Department

I am looking to relocate existing fiber optic lines, but I have been unable to find support or information on getting in touch with a construction department. I am located in the Denver area. Any help would be greatly appreciated.

@XfinityRaf​ The fiber optic lines are located outside the easement, and we would like to move it into the easement.
