Fraudulent Deal Promise

I was fraudulently promised a "special deal" on my TV service where I would receive a free iPad (iPad cost approx $40 per month and a credit on my TV service of approx $40 per month = essentially free). The iPad was shipped to the wrong address THREE times-I have no idea who lives at the address, which isn't even in the same state (I live in Colorado, and the iPad was shipped to Oregon). I have tried to change my address dozens of times online, in chat, and by phone. Each time, it is promised to be done, but is never completed. I have since discovered that this "special deal" did not exist, so I am paying monthly ($40) for an iPad I never received and NOT receiving the credit on the TV service. On the third delivery, apparently, who ever lives at the wrong shipping address in Oregon accepted the package-basically stole it. Now, since I have not activated the iPad-though I am paying for it every month-they are asking my to return it. I CANNOT RETURN SOMETHING I NEVER RECEIVED. Please look at my chat and phone history, as well as all the tickets I have opened. You will see what a nightmare this has been for months now. Can someone with authority please help me once and for all?
