Formal Complaint - Lying Rep

When I called in to cancel they offered a promo to upgrade my Internet and get a free mobile line. Also if I ported a number in they would give me credit towards a new phone.  I questioned the agreement form and they said don't worry and it would be right when I ported the number in. 

Fast forward, called in today and they said they can't do anything and I needed a premium line to get the phone credit. Waste of time and energy to port numbers and call in so many times.  Looking for proper solution before pulling all my services.
