Filing a Complaint

How does one go about filing a complaint about mobile services? I spent 5 days trying to transfer out of Xfinity and they made it an absolute nightmare, locked both of my phones, one of which I understand, I only got it recently so I still owed money on it, which I can not afford to shell out as much as I owe right now, but the second is paid off, I went through and made sure it was paid, the bills were paid, the phone itself was unlocked, everything to make sure there was no issues because it is used for work and a necessity.

The person I talked to about it being locked and unable to be transferred spent half an hour explaining to me how to go through to make sure the lock is off even though I kept explaining it was already off. Everyone I talked to said it would have no problems being transferred, and of course that was not true. I had to go ahead and buy two new phone through the new company in order to have working phones, leaving me with two useless

phones that I got less than 6 months ago. I spent hours on the phone, hours in chats, over the course of 5 days, I am beyond disappointed in the service through xfinity and the lack of support offered. This has been the biggest pain to deal with and I would very much like to reach out wherever I can.

Major issue with getting my account closed and money refunded.  I closed account at old house 3 months ago.  Autopay continued for two months so I am due a $500 + refund on the closed account.  Equipment was returned within a week of moving.  Have continued to get bills and past due notices as I turned off autopay.  Account is still showing open and now stating I owe $500+, even though I am due $500 refund.  I have called at least 5 times, at one hour per call, only to be promised will be fixed, account will be closed, refund will be issued.  Last promise was yesterday, told me that new statement would be generated at midnight and credit should appear.  Not the case, shows I owe for another month and is past due.  I have an account at my new house, about to cancel as I will not do business like this.

How do I file an actual complaint?  I'm not clear on how to go about this.  I cancelled my service 3 months ago at my sold home, returned the equipment, etc. but account continued to be paid, auto pay from checking.  When discovered I called about getting a $500+ refund only to be told account was not actually closed, etc. and they will close promptly.  Never done.   I have had 5+ phone calls, each 1 hour long, with promises to get this fixed. I just received another bill for my old house for over $500 and in "past due status" while I am OWED $500 +.  Emails telling me my account is past due.
