Fiber optic not connected

My whole community had fiber optic connected.My house is the only one missing.I have been calling for months now and initially the sent technicians but once they are at my house, they said they can’t do it because other kind of technicians should do it they gave a different phone number to call and I did . Every time I call they said they escalated the issue but nothing gets done Why is so difficult to  sent somebody to my home the cables are right there in the box outside the house . Please help
