False advertised upload speeds

I was not getting the new advertised 200 mbps upload speed that my plan is supposed to offer (I was getting 40 mbps). I was told by a representative to reregister my plan. I registered to a plan that is supposed to have 100mbps upload speeds, but instead of increasing, my upload speed went down to about 25 mbps. Now I can't even go back to my old plan because the website keeps glitching out and breaking. I tried speaking to an agent, but that was broken too.
