Extend Xfinity service about 100 feet from existing pole to pole in front of my property

About 100 feet from the pole in front of my property there is an aerial junction box connecting neighbor with one remaining empty connector.  Would it be possible to extend service to me?  This is in Valley Springs, CA.  I can dm the address.
