Exposed wirea

Hello,
My husband and I have lived at our residence for a year and a half. We have put in numerous work orders for the green round cover to be fixed. It is on our property line with our neighbor.  The wires are exposed. We lose interest all the time.  Both my neighbor and I have children. I am concern for their safety if one should mess with it. My husband has gone up to our local Comcast center twice so far and they said it keeps on getting rescheduled. Now this is getting annoying. We are now thinking of canceling our membership and reporting the company to the better business bureaus.
