Exposed underground orange line

We recently bought a new home.  In our back yard, we have an orange underground line that has become exposed.  It has been pushed out of the ground by a tree root and it looks like it is about to snap due to the pressure from growing around the root.  We really need someone to come out and look at it ASAP please.
