Exposed outside equipment box- now pending 40-50 mph wind and rain

Am having a horrible time reporting exposed equipment that is not even on my property but is tagged comcast.  I have now spoken to 7 xfinity reps all but one wanting to report and issue with my service- there nothing wrong with my service, even got a call back saying there is nothing wrong with my service.  Off seas representative suggested that I cover it with cellophane, told her no way I can get arrested for touching their equipment- can you say retraining for her.  I have a neighbor with a little grandchild -toddler.  Just do not want this little one hurt, this is closer to her house than mine.  It is ludicrous that there is no way to report this  and get someone on a local level to respond.  We now have 40-50 mph wind gust expected and rain from first tropical storm.  Please any help.  Email to show photos, a phone number to report this.  CRAZY
