Existing customer help

I have been with Xfinity for several years and that might be changing.
I already told the rep I could not pay the 250 in late payment, but nothing happened.
I am a full-time studen/low income/ and have a child. We more than qualify for the low income programs like internet essentials. But because I am an existing customer I cannot get any help with lower rates? This makes no sense to me.
