Elite Upgrade Issue

I am on the Premium Unlimited plan and I haven’t upgraded my lines at all yet. However, I’m not able to upgrade my lines as they are not routing properly in the system. They are only giving me $5.55 credit towards my device payments instead of the promised forgiveness of the remaining balance due along with receiving the new device promotional discount.
