Downed Line - Cannot get in touch with anyone

During a storm, a tree branch fell and pulled the overhead wire from the pole to the house out of the house wall.  

We currently do not have comcast service at this house, so I am unable to get anyone other than a sales rep and their is no hotline.  This wire is a hazard to people walking by the house.  

Why isn't there a way to report these problems?
